If a student in, say, Portland High School moves to Bowling Green and immediately enrolls in Kentucky school there, this student is counted as a dropout from Portland High School. Apparently, there is no system in place to track students once they leave a Tennessee school. The State of Tennessee and Federal government rate school systems on their dropout rates, but nobody knows what the true dropout rate is?? Can this be true?

These schools are what you make of them. They are small and actually kind of charming. Of course we cannot rely on the schools for the total education of our kids. That is as much a parents responsibility as a teachers. Some things that happen everywhere are more evident in small towns like social classes, local politics, and that big fish in a little pond syndrome.
They really are good schools and much safer than many places. I left this city nearly 10 years ago and have returned so that my little boy can attend school here.
Can someone please HONESTLY tell me how the Portland schools are?? We are looking at moving to Portland but I keep getting conflicting opinions on the schools ie JW Wiseman and Portland High. I just wanna know from the people who go there how they really are?? How many High school Grads go to college??
Well, this doesn't surprise me. I don't know about all of TN but I do know that the elementary school that my daughter went to for the past two years after moving to Portland from another county as well as the first month of middle school have been grossly dissappointing. Apparently there is a severe lack of communication between educators and parents. My family was sorely mistaken in thinking that a small town school would be a vast improvement over Metro/Davidson county. I suppose my daughter will be counted as a middle school drop out when we remove her from the school and put her back in private school.

I assure you that students who withdraw from Portland schools and who re-enroll or "intend" to re-enroll in another school, whether in Tennssee or elsewhere, is NOT counted against Portland schools as a "drop-out".
The question of "true" drop-out rates . . . actually, it is far worse than is being reported. The stats are being manipulated and 5th year seniors are being denied the opportunity to return to Portland high school to keep the drop-out rates lower. So much for "No Child Left Behind". All it is doing is creating pressure to get students who are struggling off the rolls.
Personally, I am surprised that no one has blown the lid off of this story yet . . . to be continued.
Not only that, but kids in the Gifted and Talented program in Sumner County schools are considered (and labeled) as Special Education students. Go figure. I guess being extremely intelligent can be a handicap in certain situations, and Portland's school system is certainly one of those places.
I think as long as they withdrawl they are not counted as a drop out which requires completing a withdrawl/transfer form which if you want your records sent in a timely form you will need to do.
Also, while we are on the subject. Student moves from Portland High School as a lets say sophmore, goes to a KY school and discovers they aren't going to be a sophmore but a freshmen because they require more credits!! Until student is able to make up the additional credit they take sophmore classes but are labeled as a freshman.
