A free public service ... or litter?

Each week The Tennessean throws a rolled-up copy of their want-ads into my front yard. (I don't subscribe to The Tennessean.) They apparently throw one in everybody's yard in Portland.

To me this is littering. I go around with a trash bag and pick up fast-food wrappers, beer cans, cola bottles, etc. that people have tossed out in my yard. The Tennessean want-ads go into the same trash bag.

How do other people feel about the want-ads? If this a good, free public service or a company throwing trash out around Portland?

I really don't understand this thing at CARES.
I wonder if anyone really gets fined....and the next thing I wonder is why the city doesen't pick up that stuff and haul it away...instead of allowing it to sit there all weekend. They, the city, really should INSIST that CARES take care of this problem. Gallatin CARES does not have this problem and neither does the Hope Center in White House.

Although I do notice that they haven't done anything about it yet. They are still doing it every week. Why don't they put a few drop boxes around town like the other charitible companies do. Wait....THat would make too much sence.

I agree that the tennesseian is littering. As far as the items dumped at the Portland Cares... That is considered lttering by the cities standards. They did an anouncement about it in the paper and said that if anyone is cought in the act there will be a stiff fine and posible charges for the act.

If we want to know if it's littering or not...let's all take our rolled up papers WE get in OUR yards and throw them in the front yard of CITY HALL. Bet we'll get an answer then...LOL LOL.

It's not just the freebies that are tossed onto your property. We live at the end of a long driveway and have two Newspaper tubes by the mailboxes. Yet whoever delivers the Sunday Tennessean/New Examiner (whose stupid idea was that merger?) throws it into our shared driveway, week after week. I have called the Gallatin office, the Nashville office, and talked to someone at the Portland office as well. The Sunday paper continued to be tossed into the driveway. I cancelled the "free" Sunday Tennessean about two weeks before they combined with the Monday Examiner.

Because of the merger, we were only getting the Examiner twice a week. Our subscription expired in April, and we chose not to renew it. Customer service is apparently not their strong point. They know they are the only county paper, and apparently, they don't care if the customers are satisfied or not.

Regarding the Duplicate entries, those of you that are having this problem try this. First clear out your temp internet files by clearing your cache. If it still continues it may be a problem within, I have had this happen a few times and when it seems like it is taking a long time to load my response, I will quickly do a "control/c" to copy what I'v typed, after it does or doesn't take the entry close out of the blog wait a minute and go back to the blog, if your entry is there, great, if it isn't just "control/v" to paste the text back in the box and try again. Most of the times it goes thru the first time it just doesn't appear that it did.

(c) (1) For conviction of a first offense, a person violating the provisions of this section shall be fined five hundred dollars ($500) and be required to remove litter from the state or local highway system, public playgrounds, public parks or other appropriate public locations for not less than forty (40) hours nor more than six (6) months. For conviction of a second or subsequent offense, a person violating the provisions of this section shall be fined one thousand five hundred dollars ($1,500) and be required to remove litter from the state or local highway system, public playgrounds, public parks or other appropriate public locations for not less than eighty (80) hours nor more than six (6) months.

This is not meant to be mean:

it seems like we kinda get a mob mind set sometimes. what if someone was throwing out 5 dollar bills in our yards once a week?
would we be upset? i doubt it.
this is a free service and some may enjoy it.
has anyone contacted gannett news service to see about getting theirs cancelled?
i personally do not look at it, but if you were needing something out of the classified it would save you 50 cents.

I saw a sign on the side of the road today: "No Littering / $50 Fine." That's a City of Portland sign. I think the Tennessean litter is a fantastic money-making opportunity for Portland.

3,000 homes in Portland
x $50.00 fine each
= $150,000.00 fine per week
x 52 weeks in a year
= $7,800,000.00 total fine for the year.

Portland should look into this! :-)

I glance over them from time to time,but my pet peeve about it is the people who deliver mine are two teenage boys who blare their bad-language filled rap mess as the casually throw the roll out the window,which by the way has never actually landed in my driveway, mostly middle of the road or in my flowers. There are about 5 of them in my neighbors drain in his ditch..Who decides when we get this stuff without asking??

Tennessee Code Annotated:


39-14-502. Criminal littering - Penalty.




(a) (1) A person commits criminal littering who:


(A) Knowingly places, drops or throws litter on any public or private property without permission and does not immediately remove it;





(














(b) Criminal littering is a Class A misdemeanor punishable only as provided in subsection (c).



(c) (1) For conviction of a first offense, a person violating the provisions of this section shall be fined five hundred dollars ($500) and be required to remove litter from the state or local highway system, public playgrounds, public parks or other appropriate public locations for not less than forty (40) hours nor more than six (6) months. These rolled-up rolls are litter and end up in the trash.There really should be a city ordinance about thowing papers like that in everyone's yards. I bet if I went around doing that....I'd be facing a fine right now ! Who gives the authority for doing this?

I too get these newspapers from the tennessean & find them to be a complete waste, they go right to the trash where it belongs. Deliberate littering should NOT be allowed, anyone else that throws things out the window (cans, cups, bags, etc.) is subject to littering fines, maybe we should call and report the tennessean for littering in our yards, don't they have that new law where you can call and report people you've seen throwing stuff out the window, or does that just apply to cigarette butts.

MDL - I've gotten them now for about a month. Yes consider yourself lucky!!

I HATE them.....I try to keep them picked up but it seems like a never ending battle.Who is paying for this "free" service? I know they must pay someone for delvering them and then the cost of paper and to print.Just wonder if they pass that on to the people who buy the paper.I wish they would stop littering....I feel you on this one..
